I was having this issue on Win7 x64 with a Lenovo X220 equipped with the 82579M card and the 19.5 drivers. Reverting to version 19.1 has apparently fixed the issue. Now to deal with the 7260 AC Wi-Fi, which right now suffers from the same problem...
